UartIsBufEmpty (WifiIotUartIdx id, unsigned char *empty)	unsigned int Checks whether the buffer on a UART device is empty.
UartWriteImmediately (WifiIotUartIdx id, const unsigned char *data, unsigned int dataLen)	int Writes data to be sent to a UART device in polling mode.
