Compared with Tensorflow issues on GitHub, Mindspore community lacks several useful issue labels.
By adding some new labels to formulate a full set of label list, we can label historical issues of Mindspore to find the difference in developers’ response and participation to issues with various labels, which is necessary to formulate developer portraits.

In last dx meeting, @HongHuang made a new label list for the community, lot of labels unused in history were deleted and updated by new labels that help devs to locate where the issue occurs.
