jetty测试套中的测试用例oe_test_service_jetty在 openEuler 2309 RISC-V 环境测试失败

jetty测试套中的测试用例oe_test_service_jetty目的是验证jetty服务的运行情况。但是在openEuler 2309 RISC-V使用dnf安装jetty时出错，导致测试用例失败
