当前CRI的CNI网络流程：

先启动pod容器；
然后通过cni插件设置网络；

期望流程：

创建网络namespace；
通过cni插件设置该namespace的网络；
设置pod容器的网络namespace为上述namespace；

创建了任务

将关联仓库设置为openEuler/iSulad

添加了

sig/iSulad
