特性测试基本功能场景测试发现问题：
通过prctl和sysfs设置新进程状态与原状态一致时，设置动作无效，即使进程中存在mmap和mprotect设置的与进程状态不同的内存段

通过 prctl/sysfs 更新进程状态时，存在如下限制

只有非 systemd 的用户态进程可以设置该属性
通过prctl或者sysfs对设置新进程状态与原有状态一致时，会导致设置无效，不会触发任何逻辑
