[Bug]: curl 命令不存在时，prebuilts_download.sh 异常运行且无正确提示。

当系统未安装 curl 命令时，prebuilts_download.py 无法正确检查 sha256 值，且会将已有预编译压缩文件直接删除，尝试重新下载。下载时，并不会提示 curl 异常，而是会错误地显示进度，并且进度可能超过 100% 并提示下载完成。

在运行前 prebuilts_download 前检查 curl 命令是否存在，不存在直接给出错误。

在没有 curl 命令的系统上运行 prebuilts_download.sh。
