Create Intel oneAPI level zero related repos for maintaining the full stack oneAPI stack in openEuler.
After integrating these oneAPI projects, openEuler will be capable for exposing underlying graphics hardwares to userspace.

Below are the first collection of project list:

• intel-oneapi: Intel oneAPI projects portal in openEuler
• level-zero: Intel oneAPI Level Zero specification headers and loader
• intel-gmmlib: Intel graphics memory management library
• intel-graphics-compiler: Intel graphics compiler
• intel-metee: Intel ME TEE library
• intel-gsc: Intel graphics system controller firmware update library
• intel-cm-compiler: Intel C for Metal compiler
• intel-compute-runtime: Intel graphics compute runtime

Meanwhile, the PR also cleaned up the README files for removing duplicated contents in Intel Arch SIG.
